At present, people from various circles in Hong Kong are deliberating on the setting up of a consultative body of wide representation on the Basic Law. In order to pool the wisdom of the
masses, we welcome such an establishment in Hong Kong because it could
reflect to the Drafting Committee the various opinions, suggestions
and plans on the Basic Law which it has collected from the public through consultations. It is hoped that the Hong Kong members of the
Drafting Committee could actively help to bring about the early
establishment of such a consultative body.
Members, we are now embarking on the drafting of the Basic
Law, and the task ahead of us is arduous, Our government's policies
towards Hong kong as incorporated in the Sino-British Joint Declaration
have already shown us a clear direction. People of China, especially
the Hong Kong compatriots, show concern and support to our work. I
believe that we will be able to accomplish this task satisfactorily.
Here I have to make special reference to the fact that among the members
of the Drafting Committee, many of them come from Hong kong region who
are well versed with the local conditions and legal system and have
extensive links with people of all quarters in Hong Kong.
It is
sincerely hoped that you could play your role to the full and contribute
to the drafting of the Basic Law. Let's join forces to pool the wisdom
of the masses to accomplish the glorious mission of drafting the
Basic Law. I think I have to stop now.
