Members, as you are aware, it was based on the concept of "one country, two systems" that the Chinese Government's policies towards Hong Kong as incorporated in the Sino-British Joint Declaration were formulated. The concept has not only provided a satisfactory solution for the Chinese Government to resume the exercise of sovereignty over Hong Kong, but also provided a firm foundation for maintaining Hong Kong's long term stability and prosperity. Moreover, it opens up a practical and feasible channel for China to further its realization of peaceful unification of the motherland. The Basic Law for the Hong Kong Special Administrative Region of the People's Republic of China which we are going to draft will put down the policies derived from the "one country, two systems" concept through provisions of the law. It is a task unprecedented. The Standing Committee of the National People's Congress have entrusted us with this historic

task and we shall never be unworthy of the trust and expectation

placed in us by the people of the country and the Hong Kong compatriots. We must do our level best in drafting the Basic

Law.
