Communique on the First Full Session of the Basic
Law Drafting Committee for the Special Administrative Region of Hong Kong

The communique on the first full session of the Basic Law
Drafting Committee for the PRC'S HK SAR is as follows:
The Basic Law Drafting Committee for the PRC'S HK SAR held
its first full session in Beijing from 1st to 5th July 1985. Of the total,
56 members attended the session and 3 were absent due to some other
engagement.
On 1st July, Mr JI Pengfei, Chairman of the Committee, announced
at the full session the formal commencement of work of the HK SAR'S Basic
Law Drafting Committee. He explained the nature and mission of the
Committee and put forward some tentative ideas on the general programmes
and steps of the drafting work and the Committee's working methods. Members
of the Committee had group discussions on 2nd and 3rd July. On the morning
of 4th July, the Chairman and Vice-chairmen of the Drafting Committee held
a seminar with the Hong Kong members. In the afternoon, Vice-chairman
T.K. ANN chaired the full session and some members spoke in the meeting.
In the morning of 5th July, top leaders of the Party and the State, including HU Yaobang, DENG Xiaoping, LI Xiannian and PENG Zheng, received members of the first full session of the Basic Law Drafting Committee.
