There are currently some 11,200
Vietnamese refugees
in Hong Kong. Arrivals continue. At the present
resettlement rate, Hong Kong is likely to have
likely to have a sizeable
refugee problem for some years.

will increase their own resettlement levels. The Home
Affairs Sub-Commitee on Race Relations and Immigration
recently conducted an enquiry into the problem of
Vietnamese refugees. Their report, published on 18
April, has recommended
(a) that the UK should relax its family reunion criteria
for Vietnamese in camps; and
(b) that closed camps should be abolished.
4. The former
is
a matter for the Home Office. The
latter is unlikely to be practicable, given the need
discourage arrivals in Hong Kong. However, we should not
comment on the recommendations
