1. The motion for the Christmas Adjournment will be debated on Wednesday 18 December starting at about 3.00 pm and lasting a maximum of 3 hours. The Leader of the House (Mr Biffen) has asked for briefing material for his use in winding up the debate.

2. In the past, briefing has

briefing has been required on any FCO matter which may be raised by backbenchers as reasons why "the House should not adjourn". Instead, on this occasion it has been decided to concentrate on only a few topical issues.

3. Please check the subject of concern to your Department on the attached list.

4. As always, material should be succinct. The brief should be in the form of a speaking note (unclassified) (not more than one half side of a page, double spaced), supplemented by a separate brief background note (not more than one side of a page,

a page, double spaced).

I should be grateful if your brief could reach me by NOON on Friday 13 December at the latest.

In view of the shortened list of topics the Leaders Office have asked for a list of "standby" briefers from all departments who could be ready between 4 pm and 8.30 pm on

pm and 8.30 pm on 18 December. I should be grateful if you would let me have the name and phone number of an official who will be "on call".

7. The attached note on the presentation of briefs may be useful to your Secretaries, who have documents to prepare.
