environment?) Secondly: we may, and should, want

to get more credit in future in a given European

field for what we do in other areas (eg the

Community/defence comparison). But we must

realise that our partners will think in

compartmentalised terms, or not, exactly as it

suits them. They will not always see the linkages

we want. Equally, they may let a small failing or

refusal on our part overshadow all we are offering

them on other fronts. And their attitude to us as

partners within Europe may be further swayed i) by

our behaviour in other international policy

fields, ii) aspects of our internal performance,

and iii) purely fortuitous factors like

personalities.

functional basis, the idea being that under each

heading the main scope for bilateral,

double-bilateral, triangular and wider action

should be identified. At first glance this would

seem to involve less duplication than discussing

bilateral cooperation on a country-by-country

basis. But the arrangement is open to revision as

drafting progresses.]
