"openings in the axis" may have been created by,
eg:
· trends in French foreign policy (more

pro-Atlanticist, cooperative etc. temporary
tactics, or underlying trends?)
problems for German policy: continuing
failure to get grip on Community issues,
vulnerability because of Deutschlandpolitik
and "revanchism"; fear of getting left out
of revived East-West contacts (and possibly
new panic down the road when implications of
"space" issues sink in?). How much of this
can France alone help to solve?
development of both French and German
attitudes to Britain since resolution of the
Budget problem;
the nature of the European agenda for the
next few years, ie the high proportion of
issues which:
(i) do not fit into old pattern of
Franco-German common interest;
