involves so many unresolved questions.
Our own, very real contributions risk
being taken for granted: but it would
be dubious diplomacy to manufacture
problems just for the sake of making
ourselves more interesting.
"triangle" is bound to have uneven, and
in part qualitatively different, sides.
France and Germany have had to make real
concessions of substance and manner to
each other even to achieve that degree
of coordination which exists between
them already. We cannot "muscle in"
without cost to ourselves. Scope for
improving both bilateral and trilateral
relations will depend in practice on the
resources we have available; our
willingness to devote them to schemes
whose bilateral or multilateral may be
clearer than their national logic; and
our ability to rally the whole
