9. I might mention, finally, that we have reached provisional agreement with WED to show the full draft of the paper to Paris and Bonn for comments during the first part of July. We do not intend to involve multilateral posts at the drafting stage, but I am sure they will get a chance to see the paper after Ministerial discussion.
