EVENTS DURING MR RENTON'S ABSENCE: HONG KONG

1. The main Hong Kong events of the past week were of course Mr
Renton's own visit to the territory and the opening of LEGCO. Mr Renton has already
already seen, in Jakarta, Hong Kong's summary of the coverage of his press conference. The only UK press coverage of the visit which we have noticed have been two articles by Brian Eads in
the Guardian of 30 October and 31 October: the one on the LEGCO
opening is neutral, the one on the closed camps unhelpful.
2.
There have been no other Hong Kong events of significance over
the past week. Mr Renton may hwoever wish to know, since he was
questioned on the subject in
in Hong
Hong Kong, that the department is
✓ preparing an assessment of third country responses to our diplomatic offensive on Vietnamese refugees. I shall submit this very shortly.
We are also, in conjunction with Hong Kong, preparing a defensive line on conditions in the closed camps. There have been two recent
MPS letters on this subject and Mr Renton himself was pressed in Hong Kong on closed camp
conditions, as a result of

Davis' report which urges that the Save the Children Fund should pull out of Bowring Camp.
