NATO REGIONAL EXPERT WORKING GROUP ON EASTERN AND SOUTHERN ASIA
1. I enclose (or, in the case of yourself, Ken Walker and Johnathan Powell, have already sent on) a copy of the NATO Regional Experts Working Group report on Eastern and Southern Asia which you and Jim Hoare helped to draw up at your meeting last month. As you see, the report is due to be discussed by the Council on 20 November, and we will need some briefing for the Ambassador's use, ideally to arrive here on Monday, 18 November.

The report is already in its final form as it is written on the responsibility of the experts who attended the meeting, and is therefore not open to amendment. Briefing for the Ambassador should consist of a few general remarks on the analysis of the report or, if necessary, commenting on developments which have occurred since the report was drawn up. The tight deadline that we are working to reinforces the need for short briefing.
3. As usual, we are not expected to comment on all areas covered by the report and it is better if we restrict ourselves to particular areas where we have some expertise or which are topical. Subject to your views and those of copy addressees I suggest the Ambassador's briefing might usefully cover the following topics:-
i) Afghanistan
ii) India and Sri Lanka
iii)
China and Hong Kong.
