The following developments have taken place in your

Mr Ji Pengfei, the Chairman of the Hong Kong and Macau
office of the Chinese State Council and Chairman of the Basic
Law Drafting Committee, arrived in Hong Kong on 10 December.
He is paying a three day official
Hong Kong Government, to be followed by 10 days as the guest of
the NCNA. In his first few days Ji has toured Hong Kong, had
lunch with the Chief Secretary and me t the Governor twice for
talks. The visit has received substantial press coverage both
in Hong Kong and in the UK.

As previously agreed with us the Governor used his
meetings with Ji to initiate an
informal discussion
on the need
for convergence between the development of representative
government in Hong Kong
Kong up to 1997 and the Basic Law. At his
first meeting with Ji the Governor explained how Hong Kong
works now, emphasising the factors that make it dynamic. Ji
explained the time table for the drafting of the Basic Law.
