NOTE ON ARRANGEMENTS FOR LEGCO ELECTIONS:

26 SEPTEMBER 1985

1.

The purpose of the elections is to choose 24

members for the new Council:

a) 12 will be chosen by an electoral

comprising Urban Council

college (URBOO), Provisional

b)

Regional Council'

(REGCO)

and District Board

members;

and

12 will be chosen by the electorates of nine

functional constituencies.

The details are as follows.

Electoral College

2.

for

10 geographical constituencies have been created

the election.

Various candidates have been

nominated

for each of the 10: a candidate need not

reside in the constituency for which he is standing.

On election day the members of

the members of those District Boards

that comprise each of the 10 constituencies will come

together to choose a candidate on the "absolute

majority" system ie by repeated ballots until one

candidate secures an absolute majority of the votes cast. URBCO members, and REGCO members, will meet as

two separate constituencies and each choose one

candidate to represent them, thus making a total of 12

constituencies.

There are nine of these, but three of them will

each have two seats, and the remainder will have one

each,
