Sir Y K Pao last called on the Prime Minister on

30 April 1985.

Basic Law

2. Sir Y K was

invited by the Chinese to become a

Vice Chairman (one of 8) of the Basic Law Drafting

Committee (BLDC) in June 1985.

The BLDC has 59

members, 23 from Hong Kong and is

chaired by

Ji Pengfei, Director of State Council's Hong Kong and Macau Office. The first full session was held in Peking on 1 July 1985.

The Hong Kong members of the BLDC are now engaged in establishing a Basic Law Consultative

Committee (BLCC) in the territory. A constitution was adopted on 7 September. The membership will be not less than 120 and not more than 200 and open to wide cross section of community including civil servants and foreigners of at least 7 years residence.

Joint Liaison Group

4. First meeting of the Joint Liaison Group took place in London in July.

Discussions will continue at next meeting in

Peking 26-29 November.
