GARRISON

12.

We have announced the reduction in the garrison, together with the disbandment of the 2/7 Gurkha Rifles on Friday 27 September. This will be linked with a long term commitment to the future of the Gurkhas. We have started long term planning for the

future of the garrison. Air Commodore Sills of DROW, MOD is leading on this subject. Hong Kong have

promised us their paper on the internal security force/strengthened police force in the course of

October.

JIC PAPER

13. Bob Peirce will be sending us over a draft of the JIC paper at the beginning of next week. He is going to the United States and we have a couple of weeks to look at it and let him have our comments before he circulates a draft in the normal way.

MACAU 14.

ECD (E) have drafted a letter for the Secretary of State to exculpate Ms Evans' sins. The Home Office still want us to press the Portuguese on Macau. The Governor does not oppose this and we will have to discuss with ECD(E) and the Home Office future steps. There is no need for us to take the lead in this any more since Hong Kong are not pressing us. We should give some thought to the necessary defensive briefing for use during the passage of the Hong Kong Nationality Order in Council.

RIGHT OF ABODE

15. The Chinese have replied unhelpfully on right of abode. We are going to try to persuade them to discuss this before the next meeting of the JLG.

CONSULATE GENERAL

16. OED have now had my draft submission on the Consulate General for two months. They have just minuted Mr Fifott contesting his legal advice. They did not clear their minute with us. It contains a number of abominable errors. Once Fifoot has replied we must chase them up in order to submit
