We need to ensure this gets up before the publication of the White Paper so that the public line is authorised. If necessary, we could submit the public line on passports separately, since it does not touch on the question of where the fees will go.

7. Against our better instincts we have agreed to Hong Kong's proposed terms of reference for the sub- group to the JLG. Hong Kong are preparing briefing on this for the next meeting of the JLG. We also agreed with them and with Peking the practical arrangements for the next meeting of the Group the subjects which should be discussed.

9. We need to chase the Chinese up on the terms our exchange of memoranda on this issue. We have put forward a paragraph for inclusion in the ODA Minister's speech introducing the Order in Council allowing Hong Kong to participate in the Third General Capital Increase.
STATELESSNESS
10. We have put forward a paper on the Indians for comment from Hong Kong and Peking. It is agreed with the Home Office and any amendments proposed by Hong Kong and Peking will have to be agreed with Mr Emery.
INTERNATIONAL AGREEMENTS AND ORGANISATIONS

We have sent out NTD's comments on Hong Kong's list by bag. Mr Fifoot has still not had a chance to look at NTD's comments, nor at the list of
international organisations. We should chase him up next week. Hong Kong have promised to send us shortly their list of areas of priority amongst this list. We hope to give the list, together with areas of priority, to the Chinese at the end of October.
