Sir P Cradock told me yesterday that he is going to Washington on 6 October for talks with the Americans, primarily in intelligence positions, though he will also be seeing the State Department. He would like brief notes on developments in relation to the Hong Kong agreement and any points which it would be useful to make to the Americans. Grateful if you and Clinton would put your heads together and produce something before 3 October.
