As I told you on the telephone, I had lunch with Y K Pao today.

The following points arose.

He expressed concern about the movement towards representative

Government, concentrating on the introduction of elections to LEGCO.

He thought we were going too fast. What would happen when there was

a fully elected Council? How would it be controlled? Would there

not be a risk from Taiwan elements?

The Hong Kong electorate was

still naive. He made it plain that he was expressing not only his own

concern but that of the Chinese.

3. On the Basic Law, he took me to one side to tell me that the Chinese

would like him to be Chairman of the Basic Law Consultative Committee.

Though professing indifference, he was obviously interested. He would be

consulting his frineds, including the Prime Minister, Foreign Secretary

and the Governor about his response. He would be visiting China again

in late October.

5. He said he would like to see Sino-British relations made even

better, and suggested we might take more Chinese students. The Chinese

would be ready to take more of ours in return. Again he intimated that

he was speaking with the knowledge and support of the Chinese.
