The Home Office
reply to SCORRI was published on
26 September: there was very little press comment here, but in Hong Kong the report was generally welcomed. The diplomatic
is under way.
Posts are currently approaching the
Americans, EC and West Europeans, main Commonwealth members and
Japan,
and have thus far received an equal mixture of
cautiously encouraging responses and polite negatives. In
addition the subject has been raised by the secretary of State
with his Canadian and American counterparts, by Lord Young with
the New Zealand Deputy PM, and by Mr Rifkind at the EC Foreign
Ministers' lunch.
Further opportunities for effective
approaches will be the UNHCR 's EXCOM (meeting this week and
next) and CHOGM (16-22 October) where both UK delegations have
been briefed Meanwhile Hong Kong are also lobby ing the
fed.. Consulat Cops in Hong Kong and through their overseas offices.
