5. In preparing contributions, departments may find the Secretary of State's speeches to the UNGA and at Blackpool useful quarries. In devising supplementaries, they should have in mind the line likely to be taken by leading Opposition members and backbenchers on each topic.

Departments should also bear in mind that the thrust of this speech will be essentially forward-looking. drafting their passages therefore, I should be grateful if they would concentrate on what we shall be working towards in the months ahead; and include references to past achievements and developments only where these are particularly necessary or amplify this general approach.

Format

7. Contributions for speeches should be prepared in draft. Notes for Supplementaries should be prepared in normal form. It would be helpful if departments would produce a full set which could serve for both Ministers, indicating as necessary where these might be reduced for the Secretary of State (eg by underlining those sentences which could serve as the core brief).

I should be grateful if all contributions would reach me by close of play Thursday 17 October so that first drafts of speeches can be prepared for the following weekend's boxes. Since in the past I have had competing drafts(!), I should be grateful if departments would ensure that their contributions are fully cleared up to head of department level and if necessary, with Under Secretaries.
