1. There will be two foreign affairs debates on The Queen's Speech on the Opening of Parliament. The debate in the Lords on 7 November will be opened and closed by Lady Young. The Commons debate (date not fixed, but probably between 8 and 12 November) will be introduced by the Secretary of State and wound up by another FCO Minister
as yet undecided.

2. I attach a summary outline for the Secretary of State's speech which has been discussed with Private Office. This outline (which covers all of the subjects expected to figure in The Queen's Speech) will form the basis of the speech though the order and length of subjects may be revised. present it is envisaged that the Secretary of State will give most attention to items 2-4 inclusive, followed by 5-9 inclusive.

At
Lady Young's speech will need to cover much of the same ground. She will however wish to concentrate on those subjects for which she has a specific responsibility and on which there is a current Lords interest.
