HONG KONG: NATIONALITY

BACKGROUND
1. Order in Council on nationality will be introduced IN Parliament before April 1986. Drafts will be considered by Home Office, FCO and Hong Kong lawyers in meetings this summer.
2.
We intend to mount a major diplomatic effort, on similar lines to the worldwide effort to explain the British Nationality Act of 1981, to secure acceptance of BN (O) passports prior to their introduction.
3.
Defensive points 3 and 4 are included in this brief with the
Hong Kong Indian community in mind. There has been extensive
correspondence with them over statelessness and their wish to see the UK immigration rules relaxed in their case.
