1. On 28 March, Alan Free-Gore sent you a Minute about past and future Background Briefs, asking for your further suggestions. At the same time he sent Heads of Chancery in a large number of Posts a more general letter enquiring about the value, content and presentation of our papers in order to make them as cost-effective as possible. Before going on leave yesterday, he asked me to provide you with a copy of this letter and the questionnaire enclosed with it, so that you are aware of the review opera- tion now under way.
2. We have already received a number of replies which show that most Posts consider Background Briefs of high value both to themselves and their contacts. Some have been eloquent about their usefulness as sources of informed and objective analysis. A small number of Posts, usually where distribution is difficult, find the Briefs of little value but are con- sidering whether better use can be made of them. We shall let you have a proper analysis of the replies and our conclusions in due course.
