elections to Legislative Council in 1985 through an electoral
college and functional constituencies. Does not contain proposals
for direct elections because public comment on earlier Green Paper
showed little evidence of support for direct elections in immediate
future.
People of Hong Kong recognise need to ensure that
prosperity and stability are not put at risk by introducing too

constitutional changes too rapidly. Further consideration will be
given to the question in a review to be carried out in 1987.
