6. The briefing for the Prime Minister will be supplemented, where essential, by background material for use by officials (annex 4). The format for these briefs is at annex 7. They will not include points to make. If addressees see a need to propose additional background briefs would they please consult Mr Cleghorn or myself as soon as possible.
