We belive Hong Kong agreement provides best possible framework

for continuing stability/prosperity in Hong Kong up to and after

1997. Are Committed to working closely with China to implement it.

2.

UK legislation necessary to enable us to ratify agreement by 30

June 1985. In this connection, Hong Kong Bill has passed through

House of Commons and is being considered by House of Lords.

Provides for:

termination of British sovereignty and jurisdiction over Hong

Kong as from 1 July 1997;

subsequent Orders in Council to amend British nationality law and

adapt debate other laws affecting Hong Kong;

privileges and immunities to be accorded in UK to Chinese members

of the Joint Liaison Group to be established under terms

of the

agreement to continue liaison, consultation and exchange of

information.
