RATIFICATION OF THE HONG KONG AGREEMENT

You may find it helpful if I set out briefly the steps that we will need to follow prior to the Exchange of Instruments of Ratification. Once the Hong Kong Bill has passed through Parliament and received the Royal Assent we shall be in a position to ratify. We have already put the printing of the Instrument of Ratification including texts of the agreement in both English and Chinese in hand. We will submit the Instrument to the Secretary of State for his signature and then send it to you under cover of a despatch requesting that it be exchanged with the Chinese Government and the date of exchange reported. Any ceremony marking the exchange will be up to the Chinese to organise. You will then send to us the Chinese Instrument of Ratification under cover of despatch which we will retain here. Nationality and Treaty Department will then arrange publication as a White Paper in the treaty series in both languages. Further details are set out in Volume 66 of DSP.
