Again the responses to these questions are interesting that they call for judgements on one's own employment group and the other group. Permanent and pensionable officers feel that their prospects are not good on balance before 1997 and much worse after 1997. Agreement officers feel that permanent and pensionable officers prospects are good before 1997 but not after 1997,
(The results to questions 7 and 8 indicate that there is a general view that the grass is greener on the other side of the fence.)
a) before 1997

discrimination as in all former territories an Executive not a Public Service Commission to safeguard promotion and discipline would have been preferred all HMOCS officers careers prospects have been limited by the initialling of the draft agreement - why promote an expatriate when he cannot occupy senior posts after 1997
-
career-wise, compensation-wise, the longer I stay on, the better off I should be prospects evaporating the role of expatriate as opposed to the employed foreign national will be a limited one pension commutation to 100% should be allowed those whose careers are frustrated will get compensation and there are precedents in decolonisation there are no good reasons why permanent and pensionable expatriates should not be employed before and after 1997 - for serving officers, change will automatically occur when the agreement comes into force in June 1985 total localisation must begin immediately.

9. DOES THE DRAFT AGREEMENT ADVERSELY AFFECT YOUR PROSPECTS OF PROMOTION AND A CAREER?
a) before 1997
b) after 1997
-
The oldest groups think they will not be adversely affected before or after 1997 though this conviction is less strong for after 1997. The youngest agreement group thinks on balance that it will not be adversely affected before 1997 though there is not a great difference in numbers between those who think they will, compared to those who think they will not. However for after 1997 there is a swing in conviction towards those that think they will be adversely affected. The youngest permanent and pensionable group are convinced that their prospects for promotion and careers will be adversely affected before and after 1997.

Remarks included the following:-

some
Inevitable deterioration in standards and increase in frustration depends on seniority - reduced promotion - no permanent and pensionable terms after 1997 - they have security - for some not seriously affected could be less emphasis on merit permanent and pensionable officers not so vulnerable as agreement officers - I have little sympathy for permanent and pensionable officers, no job guarantees a career for life if they're not happy they've got 13 years to get out — I have no pretentions to
the top boys may lose their jobs prospects officers are not prepared to sell their souls to the devil although committed to serving HK - the writing is on the wall local status only is an expatriate who has lived in HK 7 years then a local can we then compete on a merit basis for more senior officers prospects are not good - depends on department and individual pensionable officers will be employed longer these guys can hold onto their jobs at least it is difficult to predict if China wants permanent and pensionable expatriates - my views are irrelevant – perhaps secondments from UK government would be the answer young expatriate there will be racial officers prospects have been spoiled
