In his minute of 28 January Mr Appleyard recorded the Secretary
of State's discussion with the Governor of an annual report to
Parliament on Hong Kong.

The Governor has now telegraphed further
information about the sort of material available which could easily
be adapted into an annual report. He has suggested that the report
could be based on either:
(a) The Hong Kong Annual Review which is published in book form as
a promotional exercise; or
(b)
The Governor's Annual Address to the Legislative Council in October/November which summarises developments during the year.
To this would be added the Financial Secretary's budget
address. speeches and a detailed Annex to the Governor's
