HONG KONG: ANNUAL REPORT TO PARLIAMENT
1. Mr Luce has considered Mr Galsworthy's submission of 1 February. He believes that option (b) offers the best way forward.
He very much agrees with Dr Wilson's comment that it would not be appropriate to concede from the outset the idea of an annual debate on Hong Kong (as opposed to an annual report).

Mr Luce believes it would be tactically unwise to suggest to the House that the annual report will make no mention of the JLG's activities. He has therefore asked for a revision of the speaking note so that it explains that the annual report will cover all Hong Kong issues, but provides for him to say, if necessary, that the report will not include an account of the confidential proceedings of the JLG.
