RATIFICATION
Lady Young has seen Mr Luce's comments on your submission of 19 February (below). She is content with the action proposed provided that we can be certain that the fact that we have suggested a date for ratification to the Chinese will not become known before the Hong Kong Bill has gone through the House of Lords. It would otherwise be very bad form.
