I do not think а substantive reply to Mr Chan' letter 1 is required unless we have strong objections to Hong Kong
writing their own history of the negotiations. The background note on Communist schools we asked for seems self explanatory and a Third edition of the checklist, including the comments contained in our letter of 4 February, should appear in the near future (one is certainly required as only two of ✓the points we made were anticipated by Hong Kong for inclusion
in the second edition).
3. I have made а start on a checklist of points of purely British interest and would welcome any suggestions you may have.
