HONG KONG AGREEMENT:
INSTRUMENT OF RATIFICATION
1.
I submit the Instrument of Ratification for the Joint
Declaration of the Government of the United Kingdom of Great Britain
and Northern Ireland and the Government of the People's Republic of
China on the question of Hong Kong for signature by the Secretary of
State

the instrument, after ribboning and sealing, to the Embassy in
Peking under a formal despatch (draft attached).

We have now completed UK legislation enabling us to ratify the
agreement but we have not yet agreed
for ratification with
