After you had left this evening, Mr Berman rang from UKMIS to

report that the ceremony passed off extremely well today, and that

attended by both Sir John Thompson and the Chinese permanent

it was

representative

I gather that it was well choreographed and that the two

permanent representatives put their bundles of documents

simultaneously into the left and right hand of the UN legal official

responsible. This will be recorded in the telegram.

2. I spoke to Sid Palmer this evening and told him that the announcement should refer to "permanent representative" and not "acting". I said that you would contact him tomorrow morning with

the full text of the statement to be made at the news conference.

3. I gather that the act of registration was well photographed in front of the UN flag. I asked Frank Berman to make sure that copies

of the photographs were released to the press.
