REGISTRATION OF HONG KONG AGREEMENT AT UN
Spokesman made the following announcement:rn ordance

our obligation under Article 102 of the UN Charter, the United
Kingdom Mission to the United Nations registered, on 12 June, with
the UN Secretariat in New York, the Joint Declaration of the
Government of the United Kingdom of Great Britain and Northern
Ireland and the Government of the People's Republic of China
on the question of Hong Kong. The Chinese Mission to the United
Nations registered the Joint Declaration simultaneously.

British and Chinese Permanent Representatives to the United
Nations. This early action to register the Joint Declaration
underlines once again the serious commitment of the two sides to
its full implementation."

In reply to a question, Spokesman said that Article 102 makes clear that once international agreements are registered they may be invoked before any organ of the United Nations.
SYRIAN DIPLOMAT
In reply to a question Spokesman said he had nothing further to add to what Spokesman had said yesterday evening. This was that the Vice-Marshal of the Diplomatic Corps and Head of the FCO Protocol Department had asked the Syrian Ambassador to call yesterday afternoon to discuss the case of Mr Rajab.
Mr Gibbs said he was glad to learn that Mr Rajab had finally obeyed the court order and had left Mr Chaffey's flat.
However, during this episode Mr Rajab had defied a court order and abused his diplomatic status and since 28 February both he and the Syrian Embassy had failed to respond to many letters both from his landlord's solicitors and the FCO, which were intended to secure a speedy settlement. His behaviour had therefore been unacceptable. We wished to limit any further damage to bilateral relations and we believed that, with this in
