FCO officials will be discussing with your officials the detailed line to take on these and other points during the parliamentary debate. We will need to bear in mind the sensitivity of the nationality question both in Hong Kong, where our motives are regarded with deep suspicion, and in Peking, where the Chinese will be watching closely to see that we are not stepping outside the parameters set by the Joint Declaration and associated exchange of memoranda.
