I am enclosing a letter which I have becently had from Mr. Sital on behalf of the Council of Hongkong Indian Associations. This followed a discussion I had with Mr. Narain during his recent visit to London. I must say that I believe they have a very strong case and I do hope that this can be looked at again. If you feel unable to make concessions I think I must find other opportunities of getting the matter raised.
