RECOMMENDATION

leader of the House supporting the Home Secretary's

recommendations and offering Foreign and Commonwealth

Ministers to support the Home Office team during the

debates in both the Commons and the Lords.

BACKGROUND AND ARGUMENT

Mr Galsworthy submitted the White Paper containing

draft Order in Council on

24 September.

He

recommended that an FCO Minister should be present in

support during the debate. This is important SO that

there can be no accusation in Hong Kong that the FCO "does

not care", and because the Order arises from the Hong Kong

Act, which was introduced by the Foreign and Commonwealth

Secretary.
