asked to come into line with the UK intepretation, this would not have any effect on the loophole available to Hong Kong BDTCs who can afford to arrange for their children to be born in Gibraltar than have them registered as British citizens. A possible solution would be for more stringent immigration controls to be applied in Gibraltar to pregnant women who are British nationals similar to those applied to alien pregnant women (the final sentence of paragraph 5 of my minute of 21 August).
You will no doubt wish to consider this whole question in the light of a reply now received from Gibraltar and we shall look forward to having your comments in due course.
