the following is the full text of the speech by the Attemey General, the Honourable Michael Thomas, when winding up the Adjournmont Debate on "The White Paper un the Draft Hong Kong (British Nationality) Order 1986" at the Legislative Council on Wednesday, December 4, 1985.
:
Sir, by their speaches on the White Paper on the draft Hong Kong British Nationality Order of 1986 my honourable friends have raised in the course of this debate a number of important issues. These include the need to make the new EN(0) passport as effective a travel document as the existing EDTC passport in providing access to third countries without the need for a visa; the need to make sure that the EN(0) passport enjoys the confidence of immigration officials of third countries because it has an adequate right of abode endorsement; the need for Her Majesty's Covemment to do its utmost to try and ensure that the EN(0) passport is widely acceptable intemationally and possibly to this end include in the passport freedom of entry to the United Kingdom; the need to give sympathetic consideration to the request for right of abode in the United Kingdom from Hong Kong British Dependent Territory Citisens who are ! descended from Indian, Portuguese and other families who are not of Chinese origin and from former servicemen in Hong Kong; and the need to ensure the continued convenience of travel of holders of Certificates of Identity.
Sir, with the exception of the last point, the need to provide for the continued convenience of travel of Certificate of Identity holders, these josues are essentially matters within the gift of Her Majesty'a Goverment. We shall ensure that Her Majesty's Government noe the views of the mombers of this Council.
