Recommendations
1. That after 1 July 1997 a passport application from a Hong Kong British Dependent Territories citizen should be taken to be an application for the status of British National (Overseas) under the Order in Council; and that separate application forms should be available for people who want the new status but do not at that time need a passport
2. That Hong Kong's immigration law and procedures should clarify the statuses of settlement and right of abode and the ways in which these can be established and documented
3. That Britain should take the lead in negotiating visa waiver agreements and other travel facilities on behalf of its nationals in Hong Kong
4. That Britain should explore with China the possibility of endorsing the passports of British Nationals (Overseas) and British Overseas citizens with a certificate of right of abode in Hong
