We are in the process of
preparing material for.
inclusion in the Queen's speech to the opening of
Parliament. One prospective piece of legislation which
we should like to see mentioned in the speech is the
Order in Council on nationality arrangements arising from
the Sino-British Joint Declaration on the question of
Hong Kong. This Order is due to be introduced in the
autumn.

It is agreed that Home Office Ministers will steer
the Order through Parliament but since mention of it
falls naturally into the foreign affairs section of the
Queen's speech, our officials
have agreed a
