4. It is agreed that Home Office Ministers will steer the Order
through Parliament. But mention of the Order falls naturally into the foreign affairs section of the Queen's speech. We have agreed a
draft sentence with Home Office officials but they have asked that
it be cleared with their Ministers.
5. Planning Staff have no objection to the sentence.
