I attended a series of meetings between the Hong Kong delegation and the Home Office on the Nationality Orderin Council on 29 and 30 July. The delegates two telegrams back to Hong Kong (attached) sum up the discussion on which led up to agreement on the attached draft order.

The Home Office will now submit to their Ministry, Hong Kong will put the draft to EXCO on 6 August. The Home Office will submit to their Minist again in light of that discussion, and I recommend that we submit to our Ministers at that stage for information.
3. The next step will be for the Home Office to produce a draft White paper commenting on the order. They hope to do this by the midol
