on Tony Galsworthy last Friday, he said he would send you on a personal basis a copy of
the second draft of the Order-in-Council when we received it from the Home Office. now attach this. We have also sent a copy to Security Branch seek their comments, and I have no doubt that the present draft will be substantially altered, probably several times, before being laid (with green edges) before Parliament!
