HONG KONG: NATIONALITY AND PASSPORTS

1.

Thank you for your letter of 13 February We spoke on 21 February and agreed to meet at 9.30 on 27 February to discuss the Nationality Order-in-Council and the question of passports.

2.

Since your letter we have received Hong Kong telegram number 337 giving their comments on the first draft Order-in- Council. They have now received the second draft Order and we are awaiting their further comments. We have also received Hong Kong telegram number 338 answering the points raised in Jim Nicholson's letter of 11 January on passport matters.

We have replied to this telegram letting Hong Kong know that we cannot give them our comments by their deadline of 23 February and suggesting that they might not put the matter to EXCO until we are clearer on our position at official level.

I hope that by Wednesday your experts will have been able to form preliminary views about the passport issues.
