1. We spoke about the attached papers on Lord Kadoorie's wish to
speak at the Third Reading debate.
2. I propose to suggest to Hong Kong Government Office that they
reply along the following lines:
"Unfortunately no one is in a position to give Lord Kadoorie
the assurance that he may speak for 7 - 8 minutes on the Third
Reading. The House keeps its own order, and it is open to
any member to object if he thinks a speaker is out of order.
If someone did the Leader of the House or his representative
would have to rule, and in circumstances where Lord Kadoorie
was plainly acting against the conventions of the House,
would have little option but to confirm this.
That said, Lady Young would of course not object to Lord
Kadoorie speaking. The House would probably be willing to
indulge him to some extent considering the long distance he
has come, but the best advice the Whips can offer is that he
would be well advised to keep his speech to not more than 5
minutes. He would probably get away with that.
