I submit a short draft speech and supplementaries for the Third Reading on Thursday 28 March. I also attach the notes on clauses.

No amendments have SO far been notified. We are not expecting any particular questions to arise during the Third Reading debate. The line Lady Young was able to take during the Committee Stage on second generation statelessness

(nationality supplementaries paragraph 29) appeared to meet the House's concern on this sensitive question. I attach a summary of points made by peers during the Committee and Report S tages.

As I believe Lady Young is aware, Lord Kadoorie intends to be present for the Third Reading. He has not attended earlier stages of the Bill. It is possible that he will wish to speak for rather longer than is customary in such circumstances, although he has had advice from the Whips' Office that this could present difficulties.
