We have discussed paragraph 3 of the Schedule very fully, and in dealing with the amendment tabled by the Opposition I have explained why the Government have drafted the paragraph as they have and made Orders under it subject to the negative resolution procedure.
I am
convinced that any other course would be extremely burdensome to the House, and I hope that the Committee will now be willing to accept this paragraph as drafted.
