The bulk of the Orders in Council under this paragraph will be to amend or replace or to enable the Hong Kong legislature to

replace United Kingdom statutes to the extent that they form part of the law of Hong Kong. The minority that affect other United Kingdom statutes will generally be used to remove references to Hong Kong which will be inappropriate when Hong Kong ceases to be a British dependent territory.

There are likely to be a very large number of such amendments during the next 12 years. Even if as many as possible were to be grouped together in Orders in Council they would create a substantial amount of work for Parliament under positive resolution procedures.

The Government is therefore convinced that negative resolution procedures are the most suitable in the case of this paragraph. hon Members know if the House wishes to debate Orders under such
